Puerto Rico too often serves as the guinea pig for corporate privatization policies. French water corporations Veolia (Vivendi) and Suez both attempted to privatize the water systems on this island. Faced with indignant consumers and government unwillingness to foot the bill. Both companies eventually pulled out of Puerto Rico proving the failure of privatization twice!
