Baltimore is facing a growing water crisis. With the coming rate hikes in place, bills will average $982 a year in 2019 and up to $1,284 a year by July 1, 2021. According to the United Nations, water service bills should not exceed 3 percent of a household’s income. More than forty percent of households in Baltimore are being billed more than that. Some families are being billed at least 8 percent of their household income.
